Dear Representative Bonner:
This letter is to express my strong opposition to the passage of House Resolution 107. The language contained in this resolution is insulting to millions of Macedonians through out the world. While on the surface this resolution may seem innocent, the sentiments expressed in this resolution have its roots in centuries old conflict of which the Legislature of the State of Texas does not have the time nor authority to examine. We invite you to study the history of this conflict in detail. It is a matter for which scholars have devoted a great deal of time and energy (http://www.gate.net/~mango/GR_evidence_H_Andonovski.htm). However, knowing the severe time and budget pressures under which the Texas Legislature is currently operating, let us summarize the conflict by stating that prior to the military annexation of Macedonia by Greece in 1912 it had been inhabited for 15 centuries by primarily Bulgarian-Macedonians. Greece then began an “ethnic cleansing” of the region forcing a million Macedonians to emigrate. These Macedonian’s homes and property were than taken over by Greeks from other provinces. The origins of this resolution stem from the Pan-Macedonian Association (http://www.panmacedonian.info). This is nationalist Greek organization whose aim is to prove that the name Macedonia is exclusive Greek property. Their goal is not only to deny the Republic of Macedonia the use of the name but also to deny the recognition of the remaining Macedonian minority within Greece. We understand that members of the Texas House of Representatives do not generally know the history of the Macedonian people. However the Pan-Macedonian Association has taken full advantage of this to misrepresent history. The notions of Greek racial purity and glorious ancient descent promulgated through this resolution are dangerous and have serious consequences. This association has also abused the courtesy resolution system in other states by having resolutions with the exact same language passed by senate or house of representatives of Missouri, Illinois and California. The organization then declares that these states support the goals of their organization. We will conclude by saying that this is an issue that will be resolved only between Republic of Macedonia, Bulgaria and Greece and no one else. Passage of a resolution on this issue in the Texas House of Representatives is inappropriate and will not positively contribute to its resolution. We respectfully request that you withdraw House Resolution 107 from consideration. Thank you for your attention and please do not hesitate to contact us if we can provide any further clarification on this matter.

RE: Abuse of state courtesy resolution systems
I have just read Texas House Resolution 107 "authored" by Rep. Dennis Bonnen and I am insulted and angry. I have no opinion on the subject matter of the resolution. I am angry that you are using the honorary resolution system of this state as a propaganda tool for your organization. Whether or not "Macedonians are Hellenes" is not the issue under discussion. The issue is that this is a matter of some controversy within the international community and is therefore not an appropriate subject for the state of Texas to comment through a simple resolution. You are taking advantage of the lack of knowledge and time available to state legislatures in order to use the resolution process for a purpose for which it is not designed. Simple resolutions pertain to matters considered by the house of origin only. Numbered separately from other types of resolutions or bills, they are used for such purposes as adopting or changing rules of procedure or expressing congratulations or condolences. Only Concurrent Resolutions are used to express views of the legislature and those must go to through a hearing process and be signed by the governor. It is not appropriate for the Texas House of Representatives, much less the State of Texas, to comment on this subject without debate. The fact that the Pan-Macedonian Association had the exact same resolution passed in three other states is a case in point. These resolutions were passed with no consideration or debate. In Missouri the resolution was "passed" on December 11, 2002, a date that the legislature was not even in session. When your organization states that "Missouri/California Declares that the ancient Macedonians were Hellenes...." you are being extremely misleading in disingenuous. The statement is made as if the state in question has an actually policy or opinion on a matter which it does not. It simply printed up a courtesy resolution at the request of a constituent. It is reminiscent of the actions of Representative Tom Moore, in the early 1970's, sponsored a resolution in the Texas House of Representatives calling on the House to commend Albert de Salvo for his unselfish service to ``his country, his state and his community.'' The resolution was passed unanimously. Representative Moore then revealed that he had only proposed the motion to show how the legislature passes bills and resolutions often without reading them or understanding what they say. Albert de Salvo was the Boston Strangler. I ask your organization to stop using U.S. State Legislature's honorary resolution process to forward your nefarious propaganda purposes. People will be paying attention to your activities in the future.
Sincerely,
Nicholas Nelson
